Repeals 10 student financial aid programs established under Mississippi Code Section 37-106, including forgivable loan programs for teachers, medical professionals, dental professionals, and social workers.

Eliminates the Assistant Teacher Forgivable Loan Program, State Medical Forgivable Loan Program, State Dental Forgivable Loan Program, Health Care Professions Forgivable Loan Program, and Family Protection Specialist Social Worker Forgivable Loan Program.

Repeals the Teaching Fellows Program, Teacher Education Alternate Route Certification Scholars Program, Mississippi Public Management Graduate Intern Program, and scholarships for children of armed services members reported as prisoners of war or missing in action in Southeast Asia.

Amends Section 37-106-55 to remove reference to the Teaching Fellows Program from the Critical Needs Teacher Forgivable Loan Program statute and repeals that section effective July 1, 2020.

Effective date is July 1, 2019.
