Prohibits state and local school boards from requiring standardized tests in public schools except those mandated by federal law, federal grants, or the "Literacy-Based Promotion Act."

Directs savings from terminating Questar and subject area testing (SAT) contracts to K-12 teacher salary increases effective with the 2019-2020 school year, subject to legislative appropriation.

Requires high school students to pass the U.S. Citizenship test (answering at least 80% of 100 questions correctly) as a condition of graduation, to be incorporated into U.S. History curriculum beginning with the 2019-2020 school year.

Mandates U.S. History curriculum to include historical knowledge from the settlement of Jamestown, Virginia in 1607 to the present.

Changes the graduation skills assessment requirement from state-developed assessments to the American College Testing (ACT) and eliminates fees for civics test administration.
