Requires Mississippi schools to teach the nation's founding documents beginning in the 2019-2020 school year, including the Declaration of Independence, U.S. Constitution, Federalist Papers, and Emancipation Proclamation of 1862.

Directs the State Department of Education to develop civic literacy curriculum content and teacher training programs to implement the requirement.

Mandates the State Department of Education to submit annual reports to the Governor and Legislature beginning in 2020 describing the effectiveness of the civic literacy courses.

Takes effect July 1, 2019.
