Creates new crime of "impeding critical infrastructure" as a misdemeanor (up to 6 months imprisonment and $1,000 fine) if damage or economic loss is less than $1,000, or a felony (up to 10 years imprisonment and $10,000 fine) if damage or economic loss is $1,000 or more.

Defines "critical infrastructure facility" to include pipelines, chemical plants, telecommunications infrastructure, power generation and transmission facilities, refineries, natural gas facilities, mining operations, airports, railroads, water treatment facilities, and construction sites for such facilities.

Creates separate crime of "critical infrastructure trespass" as a misdemeanor (up to 1 year imprisonment and $1,000 fine) for unauthorized entry onto critical infrastructure facilities or construction sites.

Allows organizations that aid or abet critical infrastructure crimes to be fined up to $100,000 and permits critical infrastructure facilities to sue for civil damages including lost profits.

Provides exemptions for property owners or occupants, those engaged in lawful regulatory processes, those in bona fide property disputes, and protects public demonstrations, lawful commercial activities, and constitutional free speech rights.
