Amends Section 37-159-11 to require the Mississippi Employer-Assisted Housing Teacher Program be administered in conjunction with any conforming loan instead of specifically the Federal National Mortgage Association (Fannie Mae).

Provides home loans up to $6,000 to licensed teachers working in areas designated as having critical teacher shortages by the State Board of Education.

Converts loans to interest-free grants at a rate of one-third of the loan amount per year of service; teachers must complete three years of service or repay the loan plus interest and potential attorney fees.

Requires loan recipients to purchase and reside in a county where their school district is located.

Takes effect July 1, 2019, with the entire program set to be repealed July 1, 2020.
