Eliminates contempt for failure to pay fines/fees or respond to traffic citations as grounds for driver's license revocation under Section 63-1-51.

Replaces license suspension for unpaid traffic fines with debt collection procedures by the court after 90 days of notice to the violator.

Removes mandatory license suspension for controlled substance convictions unrelated to driving, retaining suspension only for driving under the influence of controlled substances.

Changes minimum age for driving privilege suspension from 15 to 16 years old for driving under the influence convictions.

Effective date: July 1, 2019.
