Mississippi Department of Environmental Quality authorized to contract with public or private entity to conduct environmental impact study on effects of concentrated poultry houses within defined square mile areas.

Study must assess adverse effects of current permitting, inspection, and manure management processes on environment and community, including impacts on air, soil, water quality, greenhouse gas emissions, acidification, and eutrophication.

Study must determine potential public health complications for residents within certain distance of poultry houses and whether concentration diminishes tourism and entertainment industry value.

Department must make recommendations for new poultry house permitting process that balances negative health risks reduction, homeowner property rights, and permit holder financial and business needs.

Study and recommendations must be submitted to Legislature and Governor by December 1, 2020.
