Authorizes local school boards to permit use of motor vehicles other than school buses for transporting students to school-related functions and activities, subject to State Board of Education regulations.

Limits non-bus vehicles to passenger cars, multipurpose passenger vehicles, or trucks designed to transport fewer than 16 students and not requiring a commercial driver's license with passenger endorsement.

Requires students to use designated seating positions and manufacturer-provided occupant crash protection systems unless physical condition prohibits use.

Prohibits students from driving authorized vehicles on public roads; permits student operation only on school or private property as part of educational curriculum when no other students are present.

Requires school boards to adopt local policies addressing procedures, liability, and prioritizing school bus use when practical, effective July 1, 2019.
