Establishes the Office of Shared Services (OSS) within the Department of Finance and Administration to provide centralized business services to select state boards and commissions, with complete transition required by July 1, 2020.

Authorizes OSS to assume administrative functions including accounting, human resources, information technology, payroll, purchasing, facilities operations, and reception services from affected boards and commissions.

Applies to 23 specified professional licensing boards and commissions including Architecture, Dental Examiners, Nursing Home Administrators, Psychology, and Veterinary Medicine.

Requires OSS to establish a fee structure to recover direct costs of providing shared services, paid by the boards and commissions receiving services.

Mandates the Department of Finance and Administration to report to legislative committees during the 2020 session on implementation costs, projected savings, and any technical or administrative recommendations.
