Brings forward Section 37-106-29 establishing the Mississippi Resident Tuition Assistance Grant Program for full-time freshmen through seniors with family income above Pell Grant eligibility thresholds, providing up to $1,000 annually for juniors and seniors or $500 for freshmen and sophomores with minimum 2.5 GPA and 15 ACT score requirements.

Brings forward Section 37-106-31 establishing the Mississippi Eminent Scholars Grant Program providing up to $2,500 annually for students recognized by National Merit Scholarship Corporation or achieving 29 ACT score with 3.5 high school GPA, requiring 3.5 college GPA for renewal.

Brings forward Section 37-106-75 establishing the Higher Education Legislative Plan Grant Program allowing the state to pay tuition for residents graduating high school within two years with 2.5 GPA, completing college preparatory curriculum, and 20 ACT score, with family income below $42,500 or adjusted thresholds based on additional children.
