Establishes the Mississippi Student Absentee Voter Act allowing registered voters enrolled in institutions of higher learning to vote absentee if absent from their home county or municipality on election day.

Requires absent voters to submit a Mississippi Student Postcard Application at least 45 days before an election, with the registrar processing applications within 14 days.

Authorizes delivery and return of absentee ballots via mail, facsimile (FAX), or electronic mail (email), with student absentee ballots received by registrar by 7:00 p.m. on election day.

Allows one approved application to serve as a standing request for absentee ballots for all federal general elections and state/county primary, general, special, and runoff elections through the next federal general election.

Directs the Secretary of State to promulgate rules establishing ballot forms, verification of enrollment, application procedures, and voter identification requirements; effective July 1, 2019.
