Amends Section 47-7-3 of Mississippi Code to allow offenders sentenced to 40 years or more to request a judicial recommendation for parole after serving 10 years, instead of requiring they serve 25% of their sentence.

Requires the sentencing judge, or if unavailable the senior circuit judge, to authorize the offender's eligibility for parole consideration before they can proceed with a parole hearing.

Applies only to offenders who have not committed crimes of violence under Section 97-3-2 and meet other eligibility requirements under existing parole law.

Takes effect July 1, 2019.
