Creates a criminal offense for selling, transferring, marketing, or giving away human or synthetic urine with intent to defraud or deceive drug or alcohol screening tests.

Prohibits attempting to defeat drug or alcohol screening tests by substituting synthetic urine, adulterating human urine samples, or advertising urine substitution or spiking devices.

Prohibits possessing or selling adulterants (including bleach, nitrites, chromium, and 11 other specified substances) with intent to adulterate urine samples for screening test fraud.

Establishes a rebuttable presumption of intent to defraud if urine sales are accompanied by heating elements, devices, or instructions designed to thwart drug screening tests.

Violation is a misdemeanor punishable by a fine of $1,000, imprisonment for six months, or both; effective July 1, 2019.
