Amends Section 65-1-59 of Mississippi Code to require highways removed from the state highway system be returned to county or municipal jurisdiction in condition meeting Office of State Aid Road Construction standards.

Applies to highways removed from state system by legislative act, relocation, or reconstruction that revert to board of supervisors or municipal governing authorities.

Maintains existing provisions allowing Mississippi Transportation Department to retain segments replaced by interstate, four-lane primary, or municipal bypass highways.

Takes effect July 1, 2019.
