Prohibits any person from honoring, accepting, or offering coupons or price-reduction instruments in the sale of cigarettes, tobacco products, or electronic cigarettes to consumers.

Prohibits selling cigarettes, tobacco products, or electronic cigarettes below listed price, including through multipackage discounts or in exchange for purchase of other products.

Defines covered products as cigarettes, tobacco products (cigars, chewing tobacco, pipe tobacco, snuff, etc.), and electronic cigarettes, with specific exclusions for FDA-approved cessation or medical products.

Authorizes the Attorney General to seek injunctive relief and imposes civil penalties of up to $1,000 for first violations, $2,000 for second violations, and $5,000 for third violations within a five-year period.

Effective July 1, 2019, with a limitation that no more than one violation per product category may be assessed in a single day.
