Expands ESA program eligibility beyond students with disabilities to include children adopted or in foster care, and siblings of current ESA recipients.

Creates a Special ESA Fund within the State Treasury funded through the Mississippi Adequate Education Program (MAEP) as an "add-on program cost" rather than relying solely on general appropriations.

Increases annual consumable school supplies allowance from $50 to $100 per student and adds nationally recognized industry certification costs as qualifying ESA expenses.

Removes the automatic repealer on the ESA program (previously set to expire June 30, 2020) and eliminates the five-year pilot program designation, making it permanent.

Establishes an Office of Educational Opportunity within the State Department of Education to administer the ESA program and requires electronic application systems, parent appeals procedures, and annual stakeholder review meetings.
