Creates the Mississippi Guardianship and Conservatorship Act, establishing comprehensive new procedures for appointing guardians and conservators for minors and adults effective January 1, 2020.

Defines three types of guardianships: full guardianship (all powers), limited guardianship (restricted powers), and emergency guardianship (temporary, up to 60 days with one possible 60-day extension).

Requires professional evaluations by two licensed physicians or one physician plus a psychologist/nurse practitioner/physician's assistant before appointment of guardians or conservators for adults, with examinations permitted via telemedicine.

Establishes duties and powers for guardians and conservators including fiduciary responsibilities, mandatory reporting to courts, creation of care plans, annual well-being reports, and strict limitations on conflict-of-interest transactions.

Repeals prior guardianship and conservatorship statutes (Sections 93-13-3 through 93-13-281) and amends related code sections regarding firearms prohibitions, accounts payable at death, and trust definitions to reference the new act.
