Authorizes limited lines travel insurance producer licenses for individuals and business entities to sell travel insurance, and permits travel retailers to offer and disseminate coverage under supervision of a licensed producer, with requirements for employee training and maintenance of retailer registers.

Establishes premium tax obligations on travel insurance premiums paid by Mississippi residents or entities with principal business locations in the state, distinguishing between individual policies, group policies, and blanket coverage.

Allows travel protection plans combining travel insurance, travel assistance services, and cancellation fee waivers to be sold for one combined price if consumers are clearly informed at purchase about all components and receive detailed information in fulfillment materials.

Prohibits unfair sales practices including negative option/opt-out enrollment, marketing blanket coverage as free, and policies that can never result in claim payments; establishes 10-15 day cancellation period with full refunds before trip commencement or claim filing.
