Establishes the Office of Shared Services (OSS) within the Department of Finance and Administration to serve as a central business office providing shared services to 13 select state agencies, boards, and commissions, with phased implementation beginning July 1, 2019 and complete transition by July 1, 2020.

Authorizes OSS to assume administrative functions including accounting, human resources, information technology, payroll, travel, purchasing, contracting, facilities operations, and reception services from the select agencies.

Requires OSS to establish a fee structure to recover direct and indirect costs of providing shared services, with fees paid by the participating agencies, boards, and commissions.

Mandates the Department of Finance and Administration report to the Accountability, Efficiency and Transparency Committees and Appropriations Committees during the 2020 legislative session on implementation plans, costs, projected savings, and any technical legislative recommendations.

Amends Mississippi Code sections 27-104-3 and 27-104-203 to authorize the Department of Finance and Administration to establish OSS and exempts OSS fee structures from the state prohibition on inter-agency service charges.
