Amends Section 45-33-23 to require homeless or transient sex offenders to provide a specific description of where they habitually live rather than simply stating "homeless" as their address.

Conforming changes made to multiple sections (45-33-27, 37-9-17, 37-13-89, 37-28-49, 37-29-232, 37-115-41, 43-11-13, 45-33-39, 73-15-101, 99-1-27, and 99-47-1) that reference sex offense definitions to clarify they apply to "registrable offenses" as defined in Section 45-33-23.

Updates definition of "address" in sex offense registration law to specify that homeless individuals must provide actual physical descriptions of habitual residence locations to comply with registration requirements.

Effective date: July 1, 2019.
