Amends Section 3-3-16 of the Mississippi Code to replace the state flag design adopted in 1894 with the "Stennis Flag" effective July 1, 2019.

New flag design features 19 stars arranged in a circle around a larger center star, representing Mississippi as the 20th state to join the Union in 1817.

Flag includes an inverted "Bonnie Blue" centered on a white field, referencing Mississippi's secession period (1861-1865).

Red bars on the fly and staff sides honor passionate differences and those who gave their lives in pursuit of liberty and justice.

Circular star arrangement symbolizes wholeness, continuity, and draws from indigenous Choctaw Nation artifacts from the region.
