Allows qualified voters to petition for an election within 60 days after the public hearing if signed by 20% or 1,500 voters (whichever is less), requesting a vote on whether the owner should proceed with seeking proposals for sale or lease.

Prohibits the sale or lease with option to sell if less than a majority of voters approve it in the election; permits the owner to proceed only if a majority votes in favor or if no petition is timely filed.

Requires owners to contract with certified public accountants, law firms, or professional consultants to review hospital operating conditions, community needs, competitive market position, and options before deciding to sell or lease.

Mandates that any sale or lease be to the respondent submitting the highest and best proposal after publishing requirements for proposals, with owners prohibited from deviating from the established request for proposals process.
