Amends the definition of "covered claim" under the Mississippi Insurance Guaranty Association Law to exclude claims rejected or denied by other state guaranty funds based on statutory exclusions regarding the insured's net worth.

Adds a deadline provision to Section 83-23-115 specifying that covered claims must be filed by the final date set by the court for filing claims against the liquidator or receiver of an insolvent insurer.

Effective date is July 1, 2019.
