Authorizes the Board of Trustees of State Institutions of Higher Learning to administer and approve construction and maintenance contracts for higher education institutions, including architectural and engineering services paid with self-generated funds.

Allows the board to oversee construction contracts funded by state general obligation bonds at institutions designated annually as capable of managing such projects, subject to executed agreements with the Department of Finance and Administration that cannot be withheld without written detailed explanation.

Exempts architectural and engineering contracts for higher education construction projects from Department of Finance and Administration oversight when the board elects to self-administer the project.

Repeals the bond-funded project administration authority on July 1, 2022, and extends the Department of Human Services contract exemption sunset date from July 1, 2019 to July 1, 2022.

Effective date is July 1, 2019.
