Clarifies that the Mississippi Transportation Commission and county boards of supervisors cannot employ more workers during May-August of election years than the average number employed in those months during the previous three years.

Prohibits expenditure of more than the average amount spent on wages and compensation for highway and road maintenance during the May-August period of election years compared to the same four-month period in the previous three years.

Requires the Mississippi Transportation Commission and county boards of supervisors to maintain records of employee numbers and expenditures for May-August of each year to verify compliance with employment and compensation restrictions.

Exempts previously hired employees from termination during May-August of election years and exempts employees who received permanent pay raises from having their compensation reduced during those months.
