Requires children ages 13 and younger to wear ASTM F1163-15 certified equestrian helmets when riding equines on publicly owned or controlled property (excluding public roads) beginning July 1, 2019, with the age requirement incrementally increasing by one year each subsequent July 1 through 2023, when it reaches age 17 and younger.

Parents, guardians, or persons with legal responsibility for a child who violates the helmet requirement shall be issued a citation and fined $75 upon conviction.

Requires equine rental businesses and equine activity sponsors conducting activities on public property to post a sign in black letters (minimum 1 inch height) notifying riders of the helmet requirement.

Persons failing to post the required notice sign shall be cited and fined $100 upon conviction.

Effective July 1, 2019.
