Extends the repeal date of Section 31-7-14, Mississippi Code of 1972, which regulates public contracts for energy efficiency services, from July 1, 2019, to July 1, 2021.

Allows public entities (school districts, colleges, hospitals, state agencies) to enter into energy services contracts, energy performance contracts, and shared-savings contracts for equipment and improvements including HVAC systems, lighting, insulation, alternative fuel vehicles, and renewable energy installations.

Requires energy services providers to be prequalified by the Energy Division of the Mississippi Development Authority based on documented experience, technical capabilities, financial stability, and ability to guarantee savings.

Permits lease-purchase agreements with interest rates not exceeding maximum rates for general obligation indebtedness and terms not exceeding 20 years or the useful life of equipment, whichever is less.

Requires entities entering into energy performance or shared-savings contracts to report energy usage and consumption data to the division semi-annually, with providers losing qualified status after two violations of reporting requirements.
