Amends Section 47-5-124 of Mississippi Code to require the Department of Corrections to adopt and implement rules establishing uniform designations for all offenders in its custody, including those in the Recidivism Reduction Program.

Authorizes the Department of Corrections to determine which items offenders may not use, operate, or possess during incarceration, replacing the previous specific list of prohibited items.

Maintains the prohibition on weight lifting equipment in correctional facilities except when authorized by the Department of Corrections.

Maintains the prohibition on inmates possessing individual air conditioners, while requiring the Department of Finance and Administration and Department of Corrections to evaluate feasibility and cost effectiveness of facility-wide heating and air conditioning systems.

Takes effect July 1, 2019.
