Removes the notarization requirement for full-time college, university, and community/junior college students voting by absentee ballot.

Allows students to have their ballot envelope witnessed and signed by an employee of the registrar's office at their enrolled institution instead of a notary public.

Expands the definition of authorized attesting witnesses to include university or college registrar employees for student voters in Section 23-15-631.

Applies the same student witness provision to electors temporarily residing outside their county under Section 23-15-721.

Takes effect July 1, 2019.
