Requires sex offenders seeking to leave Mississippi to obtain approval from both the Mississippi Department of Corrections and the Department of Public Safety before departing the state.

Establishes that sex offenders leaving the state must comply with all rules and regulations of the Mississippi Department of Corrections, Department of Public Safety, and the receiving state's requirements.

Clarifies that the Mississippi Department of Corrections is not responsible for electronic monitoring of registrants who leave the state while not under MDOC supervision.

Brings forward Section 45-33-45 regarding electronic monitoring and data alert systems for sex offenders, including GPS tracking and victim/law enforcement notifications.

Takes effect July 1, 2019.
