Amends Mississippi Code Section 47-5-931 to authorize the Department of Corrections to contract with counties and regional facilities to house state offenders in compliance with American Correctional Association standards and constitutional requirements.

Changes requirement for Kemper and Neshoba regional facility from "may" to "shall" contract to house offenders, and specifies capacity of not more than 75 female offenders and not more than 280 male offenders.

Establishes that the Department of Corrections may contract with mandatory county pairs (Marion-Walthall, Carroll-Montgomery, Stone-Pearl River, Winston-Choctaw, Kemper-Neshoba, Holmes with contiguous counties, and Bolivar with contiguous counties) and may optionally contract with six additional counties for regional facilities.

Sets maximum contract duration at 20 years with daily housing fee up to $29.74 per offender and allows for 3% annual inflation increases, while state retains responsibility for offender medical care.

Effective date: July 1, 2019.
