Requires the State Department of Education to develop a central reporting system for all data that federal law requires to be reported to the United States Department of Education Office for Civil Rights.

Mandates that school districts and charter schools report all required data to the state system no later than July 1 of each year.

Requires both the State Department of Education and each school district or charter school to publish this information in a searchable and publicly accessible format on their respective websites.

Removes previous confidentiality restrictions on expulsion information, making civil rights data public rather than limiting access to school officials during enrollment inquiries.

Effective date: July 1, 2019.
