Amends the definition of "service area" for community hospitals to include areas outside the State of Mississippi, as determined by patient origin studies.

Requires owners of community hospitals wishing to sell or lease with an option to sell to conduct a public hearing and publish notice for at least three consecutive weeks.

Allows qualified voters to petition for an election within 21 days after the public hearing; if a petition is filed with signatures from 20% or 1,500 voters (whichever is less), an election must be held on whether the owner should proceed with seeking proposals.

Prevents hospital sale or lease with an option to sell if less than a majority of voters approve in the election; allows sale or lease to proceed if a majority approves or if no petition is timely filed.

Requires the owner to sell or lease to the respondent submitting the highest and best proposal after the process is approved and proposals are received.
