Protects electric system reliability by prohibiting broadband installations from diminishing electric service and banning requirements that customers purchase broadband as a condition of receiving electric service.

Establishes landowner damage claims procedures for property affected by broadband system placement, limiting recovery to the difference in fair market property values before and after broadband installation, with damages recoverable only from the broadband operator.
