Authorizes the Town of North Carrollton to levy a tax of up to 2% on gross proceeds of restaurant sales in the town.

Tax revenue must be used exclusively for promoting tourism and parks and recreation in the town.

Requires the governing authorities to adopt a resolution and hold an election where at least 60% of qualified voters must approve the tax before it can be imposed.

Mandates separate accounting of tax revenues from the general fund with annual independent audits and monthly payments to the town by the Department of Revenue.

Tax authorization expires and is repealed effective July 1, 2023.
