Changes requirement that state flag "may" be displayed to "shall" be displayed whenever the United States flag is displayed from public buildings owned or leased by state agencies, universities, colleges, school districts, and other political subdivisions.

Defines "public buildings" to include any building owned or leased by a state agency, county, municipality, state-supported university or community college, public school district, or other political subdivision.

Imposes penalty of 100% salary reduction for agency directors, university/college presidents, or school superintendents whose institutions fail to display the state flag as required, to continue until compliance is achieved.

Authorizes any Mississippi citizen to seek an injunction to enforce the law and entitles prevailing citizens to recover court costs and attorney's fees.

Effective date: July 1, 2019.
