• Amends the Higher Education Legislative Plan Grant Program to require completion of the College Preparatory Curriculum (CPC) approved by the Board of Trustees of State Institutions of Higher Learning for grant eligibility.

• Eliminates the requirement for 17.5 total units including art and elective units, replacing it with just the approved CPC for high school course completion, effective July 1, 2020.

• Authorizes partial grant awards starting in the 2020-2021 academic year for first-time college students meeting all qualifications with family income between $39,500 and $55,000.

• Provides 66% tuition coverage for applicants with one child and family income between $39,500 and $47,000, and 33% coverage for those with income between $47,001 and $55,000.

• Removes the 10% margin of flexibility for students who fail to meet the high school course completion requirement under the updated rules.
