Secretary of State shall promulgate rules and regulations for registrars to verify voter eligibility and United States citizenship through either the Statewide Elections Management System or inspection of documents such as birth certificates, social security cards, or military identification.

Amends Section 23-15-33 to require that persons registering to vote must first be verified as eligible electors under the new citizenship verification procedures.

Amends Section 23-15-165 to add citizenship verification as a required function of the Statewide Elections Management System alongside existing duties such as preventing duplicate registrations and receiving death and conviction reports.

Effective date is July 1, 2019.
