Prohibits occupational licensing boards from automatically denying licenses to individuals with nonviolent criminal records that are two years or older.

Allows individuals with criminal records to petition licensing boards at any time, including before obtaining required education or training, for individualized consideration of whether their record disqualifies them.

Petitions may include information about time since offense, sentence completion, rehabilitation evidence, treatment participation, employment history, and personal circumstances such as age at time of offense.

Licensing boards may only deny petitions if they find that issuing a license would pose an actual threat to the health and safety of the public and the profession.

Requires all occupational licensing boards to adopt rules and procedures implementing this petition process by July 1, 2019.
