Increases the amount paid by employers or insurance carriers into the Second Injury Trust Fund from $300-$500 per compensable employee death to a flat $1,000 per death.

Raises the fund balance threshold at which contributions are suspended from $350,000 to $750,000.

Lowers the fund balance threshold at which contributions resume from $150,000 to $400,000.

Grants the Workers' Compensation Commission full authority to assess employers or insurers for deposits into the Second Injury Trust Fund, with funds prohibited from supporting agency operations.

Takes effect July 1, 2019.
