Moves the qualifying deadline for candidates for judicial office from the first Friday after the first Monday in May to March 1 of the election year.

Requires candidates to file intent and pay assessment fees by 5:00 p.m. on March 1, or the next business day if March 1 falls on a weekend or holiday.

Maintains existing assessment fees: $200 for Supreme Court and Court of Appeals candidates, $100 for circuit judge and chancellor candidates, and $15 for county judge and family court judge candidates.

Prohibits candidates from filing intent or paying assessments before January 1 of the election year.

Takes effect July 1, 2019.
