Authorizes eligible Mississippi voters with a current valid driver's license or photo identification card to register online for the first time through a secure website established by the Secretary of State.

Requires the Secretary of State and Mississippi Department of Public Safety to verify applicant information, including driver's license number, name, date of birth, and citizenship status against Department of Public Safety records.

Allows voters to use the online system to submit first-time registration applications, change existing registration information, or request termination of voter registration.

Requires county registrars to review online applications and reject them if required information does not match Department of Public Safety records or if applications are incomplete.

Takes effect July 1, 2019, and makes conforming amendments to related voter registration statutes.
