Amends Section 61-13-5 to allow the Department of Finance and Administration to procure aircraft maintenance, parts, equipment, and services without strict compliance with certain purchasing statutes, provided commercially reasonable practices are followed.

Requires the Executive Director of the Department of Finance and Administration to ensure competitive pricing and industry maintenance standards when selecting maintenance facilities, considering capability, experience, scope of work, cost, and aircraft downtime.

Exempts the Department of Finance and Administration from Public Procurement Review Board requirements under Section 27-104-7(2)(f) when procuring aircraft maintenance, parts, equipment, and services.

Requires the Department of Finance and Administration to report its aircraft maintenance procurement process to the Public Procurement Review Board.

Takes effect upon passage.
