Creates the "Injured Volunteer Firefighters Fund" managed by the Department of Insurance to provide medical assistance and benefits to volunteer firefighters injured in performance of duties.

Establishes a five-member Injured Volunteer Firefighters Fund Advisory Board consisting of the State Fire Marshal, two volunteer firefighters elected by the Mississippi Firefighters Association, and two members appointed by the Governor, with four-year terms.

Sets benefit structure where 75% of payments come from the state fund (maximum $100 per week for up to one year) and 25% comes from the county or municipality where the fire department is located (combined maximum $125 per week for up to one year).

Diverts $100,000 from insurance rebate monies to the Injured Volunteer Firefighters Fund in fiscal year 2020, with the remainder ($4,000,000) going to the Municipal Fire Protection Fund.

Effective July 1, 2019; allows counties and municipalities to use any available funds, including insurance rebate monies, for their 25% portion of benefits.
