Requires drivers under age 17 to complete a driver's education course approved by the Department of Education to obtain an intermediate license.

Driver's education course must be taught by a person qualified as a driving instructor by the Department of Education, with applicant providing evidence of passing grade or certificate.

Exempts drivers age 17 and older who hold a regular learner's permit and have no convictions from the driver's education course requirement.

Takes effect July 1, 2019.
