Amends habitual offender sentencing provisions (Sections 99-19-81 and 99-19-83) to exclude prior convictions if more than 10 years have elapsed between the commission of the current offense and the expiration of correctional supervision or imprisonment from the prior conviction.

Applies to felony convictions where a defendant has two prior felony or federal crime convictions from separate incidents that resulted in sentences of one year or more.

For standard habitual offenders under Section 99-19-81, excludes stale convictions from triggering the mandatory maximum sentence requirement.

For violent habitual offenders under Section 99-19-83 (where one prior felony was a crime of violence), excludes stale convictions from triggering the mandatory life imprisonment sentence.

Takes effect July 1, 2019.
