Authorizes the Vicksburg-Warren School District and Claiborne County Board of Education to establish an Energy High School Academy in partnership with a nuclear facility, Warren County, and the Mississippi Development Authority.

Academy shall provide eighth through twelfth grade students with career education, internships, and continuing education opportunities in the energy industry.

Establishes an Energy High School Academy Partnership Council with eight members from the nuclear facility, both school districts, MDA, Vicksburg and Claiborne Chambers of Commerce, and local government entities.

Creates an "Energy High School Academy Fund" administered by the Mississippi Development Authority to support start-up and operational costs from public and private sources, with an annual three-year budget proposal required.

Takes effect July 1, 2019, and automatically repeals July 1, 2022.
