Authorizes the Department of Revenue to prescribe and charge reasonable fees to defray costs associated with operating and maintaining facilities used for wholesale distribution of alcoholic beverages.

Creates the "ABC Warehouse Operation and Maintenance Fund" in the State Treasury to receive revenue from fees charged under the new authority.

Designates monies in the special fund for use by the Department of Revenue for expenditures to maintain and operate wholesale alcoholic beverage distribution facilities, with unencumbered balances lapsing to the General Fund at fiscal year-end.

Authorizes the Commissioner of Revenue to establish a production pay plan for Alcoholic Beverage Control Division Distribution Center warehouse employees to improve warehouse operations.

Effective date: July 1, 2019.
