Eliminates the requirement that universities, community/junior colleges, and state agencies obtain specific appropriation of available funding before employing an agency internal audit director.

Requires internal audit directors to submit final audit reports to the State Auditor, in addition to the agency head, rather than making them available only upon request.

Requires internal audit directors to submit follow-up reports on corrective actions to the State Auditor, agency head, and audit committee, with copies available to legislators, the Attorney General, Governor, and external auditors.

Requires internal audit directors to submit annual reports to the State Auditor and governing boards/commissions, with copies available to external auditors upon request.

Takes effect July 1, 2019.
