Amends Section 25-1-87 of Mississippi Code to allow the Governor to authorize the Department of Marine Resources to use unmarked vehicles for law enforcement purposes upon written request from the department's Executive Director.

Removes the existing limitation of "not more than two (2) vehicles" for the Department of Marine Resources and replaces it with authorization for unmarked vehicles when identifying marks would hinder official investigations.

Requires the Executive Director's written request to include the vehicle's manufacturer's serial number and state inventory number, and explain why the vehicle should be exempt from marking requirements.

Mandates the Governor provide a copy of the authorization to the State Department of Audit for oversight and compliance tracking.

Takes effect July 1, 2019.
